New Horizons Substance Abuse Prevention Program
holds Open House at its Headquarters
Dare
County Commission Chairman Warren Judge (at podium) served as master of
ceremonies for the Open House and Ribbon Cutting for the New Horizons
Substance Abuse Prevention program’s headquarters in Nags Head on
Thursday, October 2. Over 50 people attended the ceremony to hear
comments from Judge, Commission Vice Chairman Allen Burrus, Department
of Public Health Director Anne Thomas and Flo Stein, a chief in the
North Carolina Division of Mental Health, Developmental Disabilities and
Substance Abuse Services. A tour of the facility along with a
description of available services was conducted by program staff. New
Horizons is funded jointly by the Dare County Board of Commissioners and
the State of North Carolina and administered through the Health
Department. The ceremony was videotaped and will be broadcast daily at 8
a.m. and 5 p.m. over Cable Channel 20 beginning Wednesday, October 15
and running through Sunday, October 19 unless preempted by other

Allen Burrus was a key speaker for the Open House and Ribbon Cutting
held for the New Horizons Substance Abuse Prevention program’s
