The Finance Department is responsible for administering financial transactions of the County in accordance with state laws and County budget, and within generally accepted accounting principles for local government. This includes general accounting; accounts receivable and cash receipts; accounts payable and cash disbursements; payroll; cash flow and investments; budget preparation and administration; debt issuance; management and arbitrage reporting and compliance; billing, accounts receivable and cash receipts for Emergency Medical Services; purchasing; fixed asset administration; bidding; central store warehousing; grant administration; and preparation of the Comprehensive Annual Financial Report.
