Highlights from the Dare County Board of Commissioners August 1, 2016 Meeting

Zika Virus Update 

Health Director Sheila Davies provided an update about the Zika virus. She reported that staff routinely participates in statewide conference calls about the virus, stays informed about formal reporting processes and testing protocols, issues news releases to local media outlets to keep the public informed, provides updates to local healthcare providers, and answers calls and emails from residents and visitors. A video about Zika produced by GovEd TV is being widely circulated on local websites and social media. 

While there have been no locally acquired vectorborne Zika cases reported in North Carolina, Davies stressed the importance of prevention, offering the following tips to protect yourself, your family and the community from mosquitoes.

-Eliminate standing water in and around your home. 
-Keep mosquitoes out of your home, hotel or lodging. 
-Prevent mosquito bites. Use only EPA registered insect repellent. 
-Repair cracks, gaps, and cover open vents and pipes on septic tanks.

Dare County Tax Collector and Assessor Reappointed 

The Board of Commissioners reappointed Dare County Tax Collector Becky Huff and Dare County Assessor Greta Skeen for four year terms and each took their oath of office as required by the NC General Statutes. 

Annual Settlement and Charges to the Tax Collector 

Dare County Tax Collector Becky Huff provided information regarding the settlement for the 2015 tax year that ended on June 30, 2016. Last year's total county levy for all real estate, mobile homes, boats, rental personal property and business personal property was $54.1 million. The collection rate for real estate and personal property was 99.45%, one of the highest collection rates in the state. 

The Board then charged Tax Collector Huff to begin collections for the current year. This order covers the 2016 taxes for Dare County and the towns of Kill Devil Hills, Kitty Hawk, Manteo, Southern Shores, and Duck. 

Presentation from NCDOT Division of Aviation 

Philip Lanier from NC DOT Division of Aviation discussed the runway approaches at Billy Mitchell Airport in Frisco and First Flight Airport in Kill Devil Hills. Both airports are located on federal land and bordered by privately owned land. According to Mr. Lanier, there is a concern that development may impact the flight approach zones at the two landing strips. Lanier said that currently both have very safe approaches and overlay districts would help keep them that way. He pointed out that an overlay district was adopted for Roanoke Island several years ago to establish height restrictions near the Dare County Regional Airport. The Board of Commissioners asked Dare County Planning Director Donna Creef to work with Lanier and the Division of Aviation to bring suggestions back for the Board's consideration. 

Hatteras Inlet 

Vice Chairman Wally Overman reported that work to obtain permits to dredge the connecting channel is ongoing and will continue. 

In the meantime, there are reports of an opening at the old "short ferry route" channel. The area will be surveyed so the Corps of Engineers can determine whether it can be dredged. If the area can in fact be dredged and the route is covered by federal permits, there may be federal dollars available for the project and the Corps could possibly get the work done quickly. 

If it's a viable option, this would open the short route to the gorge so that vessels could reach the ocean more quickly. 

Vice Chairman Overman was quick to point out that work on obtaining the permits for the longer connecting channel will continue.
