Mission Statement

To manage the operation, maintenance and improvement of air services and facilities for the use, convenience, and benefit of the air traveling public. The Dare County Airport Authority shall seek to improve the economy, safety and welfare of Dare County and shall endeavor to be the leading provider of Airport Services in Eastern North Carolina.

Members

Members of the Airport Authority are elected by the Dare County Board of Commissioners. The Dare County Airport Authority operates under the bylaws initially adopted on September 22, 1993, and amended on September 29, 2004. They also handle staff and personnel matters.

The Dare County Airport Authority meets on the last Wednesday of the month at 6:00 p.m. in the airport terminal conference room. 

 

David Twiddy, Chairman

David Twiddy is a native of Dare County and lives in Manteo. He recently retired as Transportation Director of Dare County Schools after a 28 year long career.He was appointed to the Dare County Airport Authority in July 2013. David serves as President of the NC Pupil Transportation Association and NCPTA Tradeshow Coordinator. He also serves on the NC Association of School Administrators Board

Jack Shea, Treasurer

Jack Shea, a Dare County Commissioner,  has more than 35 years of experience in Managerial/Director positions in Quality Control and Quality Assurance, primarily in the medical products industries. He has additional experience in electronics, defense and aerospace related industries. Since 1987, and until the present, Shea has served in consulting world-wide in pharmaceuticals, biologics, and medical devices. He currently serves as a member of the Board of Directors for Bio-delivery Sciences International as Chairman of the Corporate Governance Committee, and as member of the Corporate Adult   Committee.

 

George Henderson, Secretary

George is a resident of Manteo and was appointed to the Dare County Airport Authority in the early 70’s. He has served as Chairman, Vice Chairman, Secretary, and Treasurer. George has also served on several Dare County Airport Authority committees.

Wally Overman

Wally Overman brings to public service a wide range of executive level management experience in the international textile industry. Throughout his career, he has helped companies create jobs and stay competitive by providing insightful cost analysis, methodical research, and outstanding customer service. The systems he developed in business have become a vital part of his work today to provide Dare County residents and visitors with exemplary local government services that are cost effective. Vice-Chairman Overman earned a Degree in Textile Technology from N.C. State University. He is member of the Phi Psi Textile Fraternity and Past President of the Textured Yarn Association of America. In addition to representing the Board of Commissioners on the Airport Authority, he also serves on the Tourism Board, Capital Improvements Planning Committee, Gov-Ed TV Advisory Board, and the Dare County Public Facilities Corporation.

George Wood

George Wood has served on the Dare County Airport Authority since 2001. Mr. Wood earned his Private Pilot’s Certificate in 1999 and logged most of his hours in a Cessna 182. Mr. Wood’s experience of working with private as well as public sector projects is reflected in the high degree of success, particularly in those projects that face difficult challenges. Mr. Wood has successfully managed over 3,000 projects that required resource identification, assessment, and permit authorizations from the U.S. Army Corps of Engineers and the North Carolina Division of Coastal Management. Mr. Wood is a life-long resident of coastal plains North Carolina and received his Bachelor of Science and Masters of Science from East Carolina University. He has 25 years experience in coastal environmental and planning issues working with the State of North Carolina Coastal Management Program and in the private sector as President of Environmental Professionals, Inc. and Decision Support Professionals.

William Pope

William Pope was born in Richmond, VA and lived in the Petersburg, VA area. Married now for almost 50 years he has two sons and five grandchildren. After falling in love with Dare County, George built a cottage in Kitty Hawk in 1996 and moved here permanently in 2004. George worked in the paper industry for 45 years and retired in May 2013 from Packaging Corporation of America as a National Account Executive.

 

Joe Blakaitis

Joe Blakaitis is a resident of Duck since 1999 and currently serves as the Chairman of the Town of Duck Planning Board. He has served on the Land Use Committee, Pedestrian Committee, and was involved with the original incorporation of the Town of Duck. As a graduate of Lafayette College in Easton PA with a BS degree in Electrical Engineering, he has worked for three major corporations in New Jersey as an Engineer, Director of Engineering, and Vice President of Engineering. He formed a Corporation in 1985 and operated his own company. Married to his wife Sally, with two children and four grandchildren he has traveled extensively throughout the US, the Caribbean, Canada, and Turks and Caicos islands with his family over the past 35 years in their Piper Aztec. He has 40 years of extensive experience in Aviation as a Pilot, Certified Flight Instructor, and Operator of a large Flying Service and Charter Operation in the New York Area. His Pilot certificates include, Commercial, Instrument, and Multi-Engine. His Certificated Flight Instructor ratings are for Aircraft, Instrument, and Multi-Engine instruction. He also served on an Aviation Advisory Committee for a major airport in NJ and taught adult education classes for student pilots working towards their instrument ratings. He was appointed to the Dare County Airport Authority in 2015.

Fred Newberry

Fred Newberry is a native of Macon, Georgia, but spent most of his professional career in the Washington, DC area. Fred completed 31 years of Federal service and retired from the Senior Executive Service (SES) in the Federal Bureau of Investigation (FBI) as its Chief Information Security Officer (CISO) and Chief of its Information Assurance Section.

Fred also worked in intelligence and information security for the U. S. Navy when he was assigned to the National Reconnaissance Office (NRO) as Deputy Chief of the Enterprise Management Operations Center, providing information network and security operations monitoring. In addition he served many years for the U. S. Navy in various other senior management positions.

Fred received his Master of Science in Computer Science from The George Washington University in Washington, DC with a major in software engineering. In addition, he received a Master of Science in National Resource Strategy from The Industrial College of the Armed Forces (ICAF) at the National Defense University at Ft. McNair, Washington, DC. He received his B.S. degree from the University of Georgia in Athens, GA with a double major in chemistry and zoology.

Fred’s private sector experience includes employment at Cisco Systems, as Client Solutions Director – Cybersecurity, providing information security consulting services to Federal clients and Fortune 100 companies. Currently he is Global Director of Information Security for BDP International working remotely from the Outer Banks. He was recently elected to the Southern Shores Town Council and was voted Mayor Pro Tem by the Council.

Fred is a private pilot and instrument rated. He has been a long standing member of the Airplane Owners and Pilot’s Association (AOPA) and the Experimental Aircraft Association (EAA).
