Family Planning

Family Planning Services are offered by appointment five days per week in Manteo and four days per month in Buxton. Pay is based on last year's income and is determined on a sliding fee scale. Fee includes physical exam, PAP, urine screen, blood pressure, weight, hemoglobin count, and contraceptives supplies. Patient seen annually or as needed for follow up with additional charges based on type of re-visit. PAP smear program offers coordination of services, follow-up for patients with abnormal PAP smears, and assists with determining income eligibility for financial assistance as needed.

Well Child

The Dare County Department of Public Health Child Health Program provides available appointments for children birth to adolescents to receive preventive health assessments at routine intervals as recommended by Medicaid Guidelines, North Carolina Health Choice and the American Academy of Pediatrics.

Prenatal Program:

The The Dare County Department of Public Health (DCDPH) offers prenatal care to all low risk pregnant women. Any woman unable to be cared for due to high risk status will be promptly referred to an appropriate care provider. The programs serves all women and accepts Medicaid, private insurances, and uninsured women based on a sliding fee scale. Delivery services are coordinated with area hospitals and providers since the Health Department does not provide for delivery services. Enrollment and services in the Maternal Health Program are provided by appointment only and can be arranged at the time a pregnancy is confirmed by pregnancy testing or by calling the Manteo clinic number, 475-5003. 

Breastfeeding:

Breastfeeding information and support are provided through the Women, Infants and Children's (WIC) Program. Education, referrals to community resources, and access to specialized support staff are available by contacting WIC at 475-5068.

WIC- A Healthy Start:

WIC, the special supplemental nutrition program for Women, Infants, and Children (funded by the U. S. Department of Agriculture) is available at the Dare County Department of Public Health with offices in Manteo, Kill Devil Hills, and Buxton. 

The WIC Program provides supplemental foods, nutrition counseling, breastfeeding information and support, as well as referrals to health services for pregnant, post-partum, and breastfeeding women, infants, and children under the age of 5. 

WIC foods include cereal, milk, eggs, cheese, juice, dried beans or peas, peanut butter, tuna, carrots, infant cereal and formula.  WIC services and supplemental foods are free of charge to applicants who qualify for the program. 

  • Eligibility for WIC is based on the following criteria: 
  • Be a pregnant, post-partum or breastfeeding woman, or a child under the age of 5;
  • Reside in North Carolina (migrants are eligible if they reside in NC);
  • Meet the financial eligibility requirements set by USDA;
  • Have a health risk factor based on height/weight measurements, blood test for low iron level,health history or diet history.

Descriptions as follows:

Maternity Care Coordination:

The Maternity Care Coordination Program (MCC) is a support program which focuses on helping pregnant women access health care services and resources. The program is available to Medicaid eligible women who are pregnant or have delivered in the last 60 days,and is provided at no cost to the woman. Specially trained registered nurses provide education, referrals, and support for women who need information or help with pregnancy care, accessing WIC or nutrition services, breastfeeding classes, childbirth classes, parenting classes, transportation/employment/ housing support, or for women who are just concerned about their pregnancy, their health, or their safety.

If you are interested in enrolling in the Maternity Care Coordination Program, or just have questions about the services they offer, call 475-5003 and ask for a Maternity Care Coordinator or the program supervisor.

Child Service Coordination- Family Centered and Family Driven:

Child Service Coordination (CSC) is a support service that serves families with children birth to five. The program is available without cost to families and focuses on access to information, support, and resources to help assure that your child grows up healthy, safe, well adjusted, and ready for school. Specially trained staff listen to your concerns about your child's health and development, and respond to areas where you feel information or help is needed. For families with children experiencing developmental delays, illness, or disabilities, staff helps to arrange medical evaluations and referrals to programs which will help your child reach their highest potential.

If you would like to enroll your child, have questions about what this program offers, or are faced with problems that you feel will affect the health, safety, or development of your child, call and ask to speak with a Child Service Coordinator or the program supervisor at 475-5003.

Adolescent Parent Outreach Program:

The Adolescent Parent Outreach Program provides support for teens who are experiencing a teen pregnancy or are parenting. A skilled staff member works with teens to help them achieve positive birth outcomes, prepare for childbirth, prepare for/and meet the demands of parenting, plan for independent living, and find resources to help them achieve their personal, educational and career goals. The program also functions within the community to improve the outlook for all teens through pregnancy prevention activities and education.

Baby LINKs:

Baby LINKs is a program to provide Loving Infants Newborns and Kids information to all Dare County families experiencing a delivery. The mission of the program is to support every new mother and her child from birth to age one by empowering them to be healthy and secure, and prepared for success. We believe this can be achieved through education, support, and referrals to other community services and agencies. The program is funded through a Smart Start grant, and some services may be payable through Medicaid reimbursement or insurance. There is no direct cost to the families served. 

A specially trained registered nurse contacts each new mother in Dare County and offers to provide a home visit to new mothers and their infants. At this visit, skilled assessments are available to address concerns about normal post-partum recovery, incisions, blood pressure and swelling, breastfeeding problems, newborn wellness, and other health concerns. The visit is usually done, with agreement from the mother, within the first week following release from the hospital. The nurse will listen to any concerns the new parents have and will provide information, offer resources, and make referrals to help the family meet the demands of caring for a newborn. Each family will receive a Baby LINKs resource bag which contains informational handouts, products for newborns, and a Keepsake Book filled with newborn care information and Dare County resources. The program offers on-going help for up to one year by acting as a resource to the family to answer any questions that may arise after the home visit.

Medical Nutrition Therapy

An overall healthy lifestyle is a major component in preventing disease and disease related complications. In addition to exercise, nutrition is an essential part of a healthy lifestyle. Choosing foods you enjoy and planning meals to fit your lifestyle is important. Medical Nutrition Therapy (MNT) is a service which provides individualized nutrition assessment and counseling.

A physician referral is required.

Reasons for referrals may include, but are not limited to: obesity, malnutrition, cardiac/heart disease, elevated cholesterol or lipids, and diabetes. A physician may refer people with diabetes through the Diabetes Education Program and/or Medical Nutrition Therapy. 

Following a physician referral the patient will receive: 

  • 1 hour evaluation with Registered Dietitian to assess individual needs.

  • Follow up appointment (s) 15-30 minutes each.

  • The number of follow up appointments will be determined with each session

Services are available regardless of ability to pay. Cost is based on a sliding scale fee according to income. Most insurance will cover Medical Nutrition Therapy. Contact your insurance company to find out verification or pre-authorization requirements.

Tuberculosis Screening is done on a walk-in basis, as needed for school, day care, county and state agencies. Can be self or physician referral. Appointments preferred.

Sexually Transmitted Disease (STD) screening and testing. Physician or self referral. Done on an as needed basis though appointments preferred.

HIV testing and counseling are done on a walk-in basis, though appointments are preferred.

Blood Pressure checks are available. There is a $10.00 charge.

Diabetes Self-Management Training is for persons with diabetes and their families. Physician, Nurse Practitioner, or Physician's Assistant referral for diabetes nursing assessment, nutritional assessment, and individual and group education.

Stepping Stones Toward Wellness with Diabetes 

Stepping Stones is a new group for people with diabetes.  Stepping Stones offers a variety of activities including speakers on diabetes related topics, cooking demonstrations, and specific holiday activities.  Stepping Stones is sponsored by Regional Medical Services Healthy Place at the Y in partnership with the Dare County Department of Public Health Diabetes Education Program. The group will meet in September, November, January, March, and May.  Participants and their family and friends who are interested in learning about diabetes are welcome.   

Stepping Stones is advertised in local papers, so keep an eye out for these advertisements and flyers at local businesses and activity centers. The North Carolina Breast and Cervical Cancer Control Program (BCCCP) can provide breast and cervical screenings for eligible women 18 - 64 years of age.


Health Insurance Available for Children of North Carolina's Working Families

North Carolina Health Choice is a health insurance program for uninsured children ages birth to 18. The program is funded by the state and federal government, and is available to the children of families that fall within certain income guidelines.
