PROCEDURE FOR OBTAINING SEPTIC TANK PERMITS

An on-site wastewater system involves the collection, treatment, and disposal of wastewater in single or multiple components. These include a privy, septic tank system, public or community wastewater system, wastewater reuse or recycle system, mechanical or biological wastewater treatment system, any other similar system, and any chemical toilet used only for human waste. A person owning or controlling a residence, place of business or place of public assembly shall provide an approved wastewater system. The Department regulates the installation, collection, treatment, and disposal of septic systems and other types of wastewater systems in order to render them ecologically safe and to protect public health. Governing regulations include The Laws and Rules for Sewage Treatment and Disposal Systems of the North Carolina Department of Environment, Health and Natural Resources, Division of Environmental Health On-site Wastewater Section. You may complete an on-line wastewater application and pay for the fee by using Visa or MasterCard. 1. SITE EVALUATION
What is a site evaluation?

The lot owner will need to fill out an application. This will authorize an Environmental Health Specialist to go to the property to evaluate it. The property will need to be properly marked.

A letter will be sent to the owner from the Environmental Health Specialist to advise him/her whether or not the lot will support a septic tank system in its present condition. Recommendations for necessary site improvements will be made.


2. IMPROVEMENT PERMIT

*Fee

A survey of the property showing all planned improvements drawn to scale must be submitted to the Dare County Health Department.

3. CONSTRUCTION PERMIT

*No fee

Proof of an approved water source (i.e. an approved well or a copy of your receipt from the water department ) and the improvement permit with 2 sets of house plans must be submitted.

All site modifications that are listed on the improvement permit must be completed.


4. OPERATIONS PERMIT

* No fee

An Environmental Health Specialist will do a final site inspection. The following items must be completed:
  • An approved and properly installed septic tank
  • A sealed sewer line from house to tank
  • A constructed driveway
  • An approved and functional water supply
  • The house as built conforms to submitted house plans.

ADDITION OR CHANGE OF USE PERMIT
*Fee
  1. The owner must fill out an application describing the existing facility and ALL proposed changes or additions.
  2. An Environmental Health Specialist will go on-site to evaluate the proposal and to inspect your existing system to ensure that it meets State requirements.
  3. If additions to your septic system are required, there is a  fee for re-writing the permit.

REPAIR PERMIT

The owner must fill out an application. An Environmental Health Specialist will go on-site to determine what repairs are to be done.

Plans must be submitted to the Dare County Health Department for review. Applicant/owner will be advised by letter as to whether or not the property will support a septic system. Recommendations for necessary site improvements will be made.

Factors used to evaluate commercial sites vary according to proposed usage. If the daily design flow is greater than 3000 gallons per day, the septic system plans must be sent to the State agency for review and approval.

  • Proof of an approved water source (i.e. an approved well or a copy of your receipt from the water department ) must be submitted.
  • The improvement permit with 2 sets of plans must be submitted.
  • All site modifications that are listed on the improvement permit must be completed.

4. OPERATION PERMIT An Environmental Health Specialist will do a final site inspection. The following items must be completed:

CONVENTIONAL SYSTEM

  • An approved and properly installed septic tank
  • A sealed sewer line from the building to the tank  .
  • A constructed driveway
  • An approved and functional water supply.
  • The "as built" building conforms to submitted plans.

LOW PRESSURE PIPE SYSTEM

In addition to the items needed for a conventional system, the Health Department requires a letter from the engineer stating the system was installed as designed.

The Health Department also requires a copy of a contract signed by a certified operator and the owner or owners representative for maintenance of the system.


ADDITION OR CHANGE OF USE

The owner must fill out an application describing the existing facility and ALL proposed changes or additions.

An Environmental Health Specialist will go on-site to evaluate your proposal to see if it meets State requirements.

If an addition to the septic system is required there will be a fee for rewriting the permit.

This department also takes personal well water samples and sends them to the State Laboratory of Public Health for analysis. Applicants must come to an environmental health office to fill out an application and pay a fee. These tests can be performed for either chemicals or bacteria. An Environmental Health Specialist goes to the property and personally draws the water to be analyzed. Only water that is used for drinking purposes is tested by this department.
