Land Records Technician
 
The Dare County Land Records Department is accepting applications for a Land Records Technician. The Land Records Technician performs technical work involving the location, ownership, tax listing and mapping of all property for the County. This position will be expected to acquire a general knowledge of the total taxing operation as well as a solid understanding of legal land procedures and document filing procedures. This position also performs technical work in the operation of a specialized computer software system designed for the preparation and maintenance of maps and related land records. Responsibilities entail maintenance of the GIS database through data entry in an effort to reflect current ownership boundaries and implementing any hardware/software configurations including program upgrades. Design, create and maintain special project maps. Create and maintain shoreline boundaries and their corresponding land record attributes. Input NCDOT highway projects into the database for land records mapping purposes. Maintain various layers of information in the GIS system such as road names, lot numbers and district/town clip layers. Applicant MUST be able to communicate courteously and effectively with surveyors, attorneys, fellow employees and the general public in oral and written form. Applicant MUST be professional and able to function in an office environment that is frequented by taxpayers as well as the general public. Work is technical in nature and requires considerable understanding of legal land processes, especially taxation of property as defined by the Machinery Act. Knowledge of personal computers, computer work stations and any applications relating to GIS including diagnosing problems associated with the specialized hardware/software GIS environment is imperative. Retrieval and interpretation of documents filed at the various public recording offices is performed daily and the ability to read, compare and interpret property maps, surveys, aerial photos and land records accurately and a familiarity with the various recorded documents affecting property ownership is desired. The ability to perform detailed document research is imperative. This is not a “sit down” desk job. Candidate will serve as backup to other Land Records department staff and will be expected to be available for work daily during the hours of 8:30 to 5pm. Familiarity or ability to become proficient with the Munis and IASWorld software used as the department’s primary tax record software is required as database integrity between the GIS and CAMA system must be maintained. GIS mapping experience and computer system administration is preferred. Within two years of employment must successfully complete with a passing score “Fundamentals of Listing and Assessing” given by the School of Government. Pre-employment drug testing, background check and valid NC Driver's License required. Starting Salary Range: $34,939-$36,686 Full Salary Range: $34,939-$55,901.

Detention Officer
 
Dare County is accepting applications for a full-time Detention Officer. Applicants must be United States Citizens, 21 years of age, possess a high school diploma or GED, a valid North Carolina driver’s license, and be able to pass a comprehensive background investigation which includes a criminal records check, medical exam, drug-screen, and credit check. Officers in this position are in direct contact with inmates, work 12-hour shifts, are required to have solid judgment and will perform duties to in-take, process, monitor, feed and transport inmates for the purpose of ensuring their safety and security while incarcerated. Starting salary is $30,409.

Tax Data Analyst
 
Dare County Tax Department is accepting applications for a Tax Data Analyst. This position organizes and manages tax department electronic data. Coordinates the use of data and information primarily from the tax department’s Tyler software systems. These systems, Munis (MS SQL Server) and iasWorld (Oracle), are the primary systems used for tax collection and computer-aided mass appraisal, and familiarity with this software and relevant tax data, or ability to become familiar with these products and data will be essential. Gather and interpret pertinent data and information from other sources as necessary and provide data for use with county GIS data. Create, develop and manage internal procedures for various job functions within tax databases to ensure data integrity and efficient processes. Work with the Assessor, Collector, and other staff as needed to satisfy ad hoc reporting requirements, including: determining the exact nature of the reporting required; determine if the required data is currently being collected; determine if reports already developed will satisfy reporting requirements; use currently available reporting tools to develop, verify and deploy new reporting. Extract, summarize and compile data for required internal and external reporting, including: creation of reports using SQL Plus, Crystal Reports, or reporting programs in use with Tyler software; extraction of data using Microsoft Access, SQL, or ODBC Compliant programs for end-use by tax department staff; creation of analytical reports for property valuation purposes; creation of tax collection reports for internal and finance department use; creation and upkeep of data for integration with GIS. Work with the Assessor and Collector to develop and maintain a “standard” set of internal reports that will be updated on a regular basis. Work with Tyler support as needed on administrative level issues, and train tax staff as needed on reporting tools. REQUIRED: Two years of college, plus at least two years of experience in database design, programming and implementation using SQL or other ODBC-compliant tools. PREFERRED: Bachelor’s degree in computer science or related field. Working knowledge of property tax procedures and /or Tyler tax software. Two years of SQL report writing experience. Valid NC Driver's License, pre-employment drug testing, and back ground check required. Starting salary range: $44,380-$46,598. Full salary range: $44,380-$71,006.

Tax Collector
 
Dare County is currently hiring for the position of Tax Collector. This position provides professional and supervisory work in the operations of the Tax Collections Department. Oversees and coordinates the collections of and the accounting for tax payments, occupancy tax collections, food and beverage tax collections, ensures complete financial balancing on a daily, monthly and annual basis within the Collections Department and County Finance Department, addresses and resolves taxpayer inquiries, concerns, and complaints. Explains and clarifies provision of tax laws and regulations to public. Provides statistical and analytical reporting along with reporting trends and projections of collection information. Upholds all statutorily driven procedures and processes necessary to complete all collection functions and duties. Minimum Training and Experience: Graduation from a University with a four year degree in accounting, finance, business administration, public administration, or related field, and experience with state and local government taxation process in North Carolina or an equivalent combination of education and experience. Applicants must have a valid North Carolina’s driver’s license and be able to obtain certification that is within the guidelines and standards of the North Carolina Tax Collectors Association and the North Carolina Department of Revenue within 24 months of employment. The actual starting salary will be commensurate with education and experience. The selected candidate will be required to pass a criminal background check, driving history, and pre-employment drug screen. Full salary range: $48,834-$78,135.
