The North RO Plant and the Skyco Plant work together to make up the Regional Water System, which provides water for Roanoke Island and all towns north of Oregon Inlet. The North RO Plant began production in 1989, Skyco in 1979.

The plants draw source water from freshwater wells to supply the anion exchange plant at Skyco on Roanoke Island, and from deep brackish wells that draw from the Yorktown Aquifer to supply the North RO Plant in Kill Devil Hills.

The North RO Plant is designed to produce 5 million gallons of water per day (5 MGD), and the Skyco Plant can produce 6 MGD. The Regional System serves approximately 22,800 people.
