Congressional Primary Runoff - Election Day July 9, 2019

  • Absentee/Mail-in Voting Will you be out of town? Submit the North Carolina Absentee Ballot Request Form to the Dare County Board of Elections Office no later than 5 p.m. on the Tuesday before the date of the election. This form may be mailed, faxed, emailed, or delivered in person. The status of your absentee request may also be checked on the North Carolina Board of Elections website. Absentee by Mail begins May 24. The last day to request an absentee ballot by mail is July 2.
  • Curbside voting is offered at all Dare County polling places. To be eligible for curbside voting, you must be unable to enter the polling place due to age or physical disability. Look for the call bells near the polling place entrance labeled "Curbside Voting." Poll workers will walk to your car when you park in one of the designated spaces to attend to your voting needs.

  • All registered Republicans may vote in this election. Registered Unaffiliated voters who did not vote in the first Primary may vote a Republican Party ballot in this second Primary. Registered Unaffiliated voters who voted a Republican ballot in the first Primary may vote a Republican Party ballot in this second Primary.

Early Voting

  • Date: 04/16/2019 7:00 AM - 7:00 PM

One-stop absentee voting (commonly known as "early voting") allows any registered voter to cast an absentee ballot in person on select days prior to Election Day. Unlike on Election Day, when registered voters can only vote at their specific precinct, one-stop voting allows registered voters to vote at any one-stop absentee voting site in the county. One-stop sites will have all the ballot styles for a given election at each site. 

When you present to vote at a one-stop site, you may change your name or address, if it needs to be updated.

For the April 30, 2019 Congressional Primary, one-stop absentee (early) voting will be available at the following locations:
  • Dare County Administration Building located at 954 Marshall C. Collins Drive, Manteo, NC 27954
  • Thomas A. Baum Senior Center located at 300 Mustian Street, Kill Devil Hills, NC 27948
  • Fessenden Center Annex on Hatteras Island located at 47017 Buxton Back Road, Buxton, NC 27920
