Opiates and Meth Exposure Training for Public Workers to be Hosted
When public workers respond to calls or visit homes, they don’t always know what is behind the front door. Professionals who interact with clients in their homes or who respond to patients outside of a medical care facility often run the risk of being exposed to opioids, methamphetamines or other substances. In efforts to assure our public workers remain safe, the Saving Lives Task Force is sponsoring two free trainings on opiate and meth exposure for public workers this September.
Participants can attend one of the courses scheduled for September 19, 2019 from 10 am until 12 pm at Dare County Commissioners Meeting Room or September 20, 2019 from 10 am until 12 pm at Kill Devil Hills Townhall Meeting Room. Featured speakers are from the NC Department of Health & Human Services, Mr. Pierre Lauffer, Industrial Hygiene Supervisor and Dr. Rick Langley, OEEB Medical Consultant.
Opiates and Meth Exposure Training will assist public workers to recognize the dangers associated with exposure to opioids, methamphetamines or other substances. Participants will learn the steps to take to avoid exposure and receive proper treatment if exposed. The course also discusses the use of naloxone to reverse overdose and how to recognize when an overdose is occurring.
This training is recommended for: Social Workers, Home Health Aides, Nurses, Law Enforcement, EMS, School Counselors, Emergency Management, Public Health, Public Works, Environmental Health, Social Services Workers, and Parks & Recreation Staff.

The Saving Lives Task Force formed in July of 2014 and was known as the Substance Abuse Education and Prevention Task Force. The purpose of the group was to strengthen collaboration through increasing awareness, education, and communication between agencies and community members regarding substance use concerns.

Projects & Partnerships
Naloxone: The Dare County Department of Health & Human Services, Source Church, and local pharmacies all have Naloxone available to prevent death from overdose. Additionally, grant funds were received from the Charles W. Gaddy and Lucy Finch Gaddy Endowment Fund, a component fund of the North Carolina Community Foundation, for the Saving Lives Task Force to purchase Naloxone for local fire departments. The funding also provides kits for residents that cannot afford to purchase the life-saving medication. The Saving Lives Task Force is establishing a campaign that will encourage all businesses in Dare County to carry Naloxone.
Syringe Exchange: Source Church administers a syringe exchange program. Participation in this program provides the following:
- Clean syringes & accessories
- Information on how to get help & referrals to services
- Card that protects participants from arrest, charge and prosecution for the possession of injection devices in NC
- Free Hep C and HIV testing (results in 20 minutes)
Prescription Drug Drop Off Boxes & Events: All individuals in Dare County have access to a drop off program or location. Additionally the Dare County Sheriff's Office, Outer Banks Hospital and Dare County Department of Health & Human Services partner on a quarterly basis to host drop-off events throughout the community.
Be Resilient OBX: Established by the Children and Youth Partnership, Be Resilient OBX works with others to establish a Community Resiliency Model that will have a collective impact on many health and well-being issues in Dare County.
G.R.E.A.T. Program: The Saving Lives Task Force received support from the Charles W. Gaddy and Lucy Finch Gaddy Endowment Fund, a component fund of the North Carolina Community Foundation to implement the G.R.E.A.T. Program in Dare County. The $10,000 in funding was awarded at the request of Fin & Nancy Gaddy, residents of Dare County. The G.R.E.A.T. Program allows for more positive relationships to be built between law enforcement and other parts of the community, particularly youth. Another benefit of the program is reduction in gang activity by increasing negative attitudes towards gangs and increasing positive attitudes towards law enforcement officers. The program will be delivered in Elementary Schools by school resource officers with the Dare County Sheriff's Department.
Townhall Events: The Saving Lives Task Force began hosting yearly Townhall events in the Fall of 2015 which provided the most current and up-to-date information on substance various use topics. In 2017, the events began being provided on a quarterly basis, to allow for a greater variety of topics to be covered in different Dare County townships and villages.
