Monday afternoon update from NCDOT - N.C. 12 from the Marc Basnight Bridge (Oregon Inlet) to Rodanthe is still closed as sections of the Outer Banks road are covered with sand and water due to dune breaches and ocean overwash. Conditions remain poor on N.C. 12 and ocean overwash is continuing to inundate the road with water. N.C. Department of Transportation crews are assessing impacts and continuing to clear the road of sand caused by dune breaches between Rodanthe and Oregon Inlet. Officials are not sure when it will be safe to reopen N.C. 12. The last winds from this weekend’s strong storm are forecast to exit the coast later today.  NCDOT will continue to provide updates on N.C. 12 as new information is available.

The Parks & Recreation Northern Beach Division office is located at the Dare County Youth Center at Family Recreation Park in Kill Devil Hills. The Youth Center and Family Recreation Park serves as the focal point for most of the division's activities and programs and provides programming for youth and adults.


The Youth Center located at Family Recreation Park serves as a safe after-school place for middle and high school students. Conveniently located within walking distance from both First Flight Middle and High schools, youth can partake in open play basketball, volleyball, soccer, Frisbee, tennis or participate in one of the many organized programs offered.

  • Each year, participants are required to complete a Youth Center Membership Form with current address and contact information. Participants are also required to sign the Code of Conduct before being allowed to attend. Please return your completed form(s) to the Northern Beach Division Office. For more information on the after school program, please contact the office at 475-5920.


The Northern Beach Division of Parks & Recreation oversees the Kitty Hawk Dog Park. The Kitty Hawk Dog Park is open to all residents and visitors of Dare County. In order to receive the keycode for entrance and exit through the gate at the Kitty Hawk Dog Park, dog owners are required to complete the Kitty Hawk Dog Park Application and bring the completed application with a current rabies certificate to the Northern Beach Division Office located at 602 Mustian St. Kill Devil Hills for each dog. Please review the entire application, responsibility and liability release statement, dog park rules and guidelines before completing the application. Occasionally, the keycode will be changed and owners will be required to submit an updated rabies vaccination certificate in order to be granted access.
