Executive Order Number 124
Prohibiting Utilities from Terminating Service
No Utility Service Provider shall terminate the service of a residential customer for nonpayment. Utility Service Providers may terminate service of a customer when necessary as a matter of safety or when requested by the customer.
Late Fees and Payment Arrangements
A Utility Service Provider shall not bill or collect any fee, charge, penalty, or interest for a late or otherwise untimely payment that becomes due from the date of this Executive Order. Customers shall be provided the opportunity to make reasonable payment arrangements to pay off over at least a six (6) month period any arrearages accumulated during the effective period of this Executive Order and any order extending this Executive Order and 180 days thereafter. The six (6) month payoff period shall be calculated from the date of termination of this Section of this Executive Order or, if other applicable Executive Orders extend the protections of this Section, from the date of termination of the last Order that extends such protections; provided, however, that Utility Service Providers subject to the Utilities Commission's March 19, 2020 Order shall remain subject to the terms of that order after this Executive Order expires. No interest or late fee shall be charged on arrearages. No provision in this Executive Order shall be construed as relieving a customer of their obligation to pay bills for receipt of any service covered by this Executive Order.

There is no longer public access to the Dare County Water Department Customer Service offices
Entry to Water Department Offices is by appointment only
You can pay your water bill with a credit card on our Citizens Self Serve portal. You will need your customer number from your bill which is located in the Customer ID box. A nonrefundable convenience fee of $3.95 with a transaction cap of $400 will be applied.

PAY BY BANK
If you have automatic bill pay set up to pay your water bill from your bank account (either checking or savings) please allow up to ten days to receive and process payment. The bank may deduct the payment from your account immediately and then send us a check through the mail for payment. We have found there is sometimes a delay in receiving and processing these payments in a timely manner. The online bill pay checks are sent for processing without the receipt stub so; to minimize payment delays, please send these payments to:

PAY BY PHONE
You can pay your water bill with a credit card by calling toll free 1.888.272.9829. The jurisdiction code for Dare County is 3955. To use the automated system you will need the account number OR customer number from your bill. A convenience fee of $3.95 with a transaction cap of $400 will be applied. The convenience fee will not be refunded.
PAY AT THE DRIVE-THROUGH
Both billing offices in Kill Devil Hills and Frisco have drive-through payment area. If your are paying by credit or debit card, only chip cards can be accepted.
PAY AT DEPOSIT BOX
When paying in person use the payment drop box located at the entrance to the south driveway at the Billing Office in Kill Devil Hills or the payment box attached to the front door. A payment box is located at the entrance to the Frisco Billing Office and the front door.
